1. In view subsequent development that circular dated 23.4.2016 has been quashed in some other judicial proceedings and the compliance of the order passed by this Court could not be insisted in the present circumstances, learned counsel for the petitioner seeks to withdraw this petition with liberty to file separate writ petition if a case for disobedience is made out.

2. Taking into consideration the above submission, the petition is dismissed as withdrawn with the liberty as prayed for.
