Learned State counsel submits that instructions are awaited. Under the circumstances, counsel for the petitioner would submit that he may be allowed to make a fresh representation to the respondent No.1. 2.

Grievance of the petitioner is that though sanction was granted for payment of arrears of annual grade increment, however actual payment has not been released to the petitioner. He would submit that the petitioner also was entitled to leave encashment which is to his credit and the said amount may also be released. He submits that earlier the petitioner has made representation in the year 2014 but the same remains undecided, therefore he may be given a liberty to make fresh representation to respondent No.1 who in turn may be directed to decide the same. 3.

Considering the prayer of the petitioner, at this stage the petitioner is given liberty to make a detailed representation to the respondent No.1

and 2 alongwith the relevant documents on which he relies within a period of four weeks form today. Respondents No.1 and 2 on such receipt of the application may further decide the entitlement of the petitioner within a further period of two months and if the petitioner is found entitled to receive annual grade increment including the leave encashment etc. same may be released to him as early as possible.
