1. At the outset, learned counsel for the petitioner would fairly submit that the issue involved in this petition has been decided by this Court in WP No.1224 of 2003 (Dr. Guna Ram Sinha Vs. State of Chhattisgarh & Ors.) and vide order dated 25.7.2017, the petition has been dismissed.

2. Learned State counsel would not dispute this submission.
