1. By this petition, the petitioners have sought a direction to the respondent authorities to declare them as trained teachers as they have attained the age of 50 years or completed 20 years of service, in view of Director Public Instructions circular dated 22.11.1979. It is provided in the said circular that untrained teacher who has completed 20 years of service or 50 years of age is to be treated as trained teacher and his case for promotion shall be considered along with other trained teachers, therefore, the petitioners are entitled to be considered for promotion.

2. Learned counsel would submit that for the present the petitioners may be permitted to move fresh representations before the competent authority and a direction be issued to decide the same expeditiously.

3. Considering the limited nature of relief claimed at this stage, it is directed that in the event petitioners prefer fresh representations before the competent authority within a period of one month from today, the said competent authority shall decide their representations in accordance with law, by speaking order, as early as possible and preferably within period of 3 months from the date of submission of representations along with certified copy of this order.
