1. The grievance of the petitioner seems to be the non granting of the time pay scale payable to the petitioner on completion of 8 years of service for the first time bound pay scale and 16 years for the second time bound pay scale.

2. State counsel submits that initially the first time bound pay scale was payable on completion of 14 years of service however, according to the petitioner even that the petitioner has not been

paid and he has since retired in October, 2019.

3. Given the limited nature of disputes and claim of the petitioner this Court is of the opinion that no fruitful purpose would be subserved and keeping in view the writ petition pending by calling the reply of the respondents.

4. The writ petition at this juncture stands disposed off directing the respondents No.2 and 3 to take an appropriate decision in respect of the claim of the petitioner for the first and also second time bound pay scale, which the petitioner is entitled for on regular completion of 8 years/16 years of service or as contented by the State counsel after 14 years and 28 years of service, as the case may be, in accordance with the rules governing the field at the relevant point of time. Let an appropriate decision be taken at the earliest preferably within a period of 90 days from the date of receipt of copy of this order. Sd/- (P. Sam Koshy) Judge parul
