Petitioner is a Corporater of Raipur Municipal Corporation. By virtue of being an elected representative, he has all the powers and privilege to fight for a change within the body or otherwise by virtue of a privilege of being an elected representative of the people. Matter relating to public employment need not be examined in a PIL unless there is somebody individually aggrieved by any decision.
