The claim of the petitioner in the present writ petition is to the non releasing of the annual increment which the petitioner should have got on completion of 1 year's of service.

According to the petitioner he was appointed on compassionate ground on 31/08/2006 and since then the petitioner is working continuously with the department and though 12-13 years have passed, the petitioner till date has not received any annual increment.

Perusal of the record would show that petitioner has not made any representation to the authorities in the department ventilating his grievance and has now after 12 years rush to this Court for an appropriate relief. 4.

Given the said facts and circumstances of the case, let the petitioner make a detailed representation to the respondent No. 2 & 3 within a period of 15 days from today and on receipt of the said representation respondents No. 2 & 3 shall consider the representation of the petitioner and pass a suitable order in accordance with the rules governing the service conditions of the petitioner. In case, if the petitioner is entitled under the rules then appropriate order be passed at the earliest preferably within a period of 90 days from the date of receipt of copy of this order. 5.
