Considering the order passed by the State Government vide Annexure-R-1/1 deciding petitioner's representation, it is not a case of willful disobedience of the Court's order. If the respondents have understood the petitioner's case in a particular manner for deciding the representation which according to the petitioner is not appropriate, the remedy available to the petitioner is to file fresh writ petition seeking appropriate relief in the matter.

Accordingly, the contempt petition is disposed of reserving liberty in favour of the petitioner to move a fresh writ petition before this Court.
