1. Petitioner is not a Government servant, she happens to be the daughter of one Shri Raghuvir Singh Shrey, the respondent No.4, who has allegedly performed second marriage while in Government service and has thus allegedly violated Rule 22 of the Chhattisgarh Civil Services (Conduct) Rules, 1965. Petitioner filed a representation before the higher police authorities, which has been examined.

2. In this petition, petitioner is seeking a direction to the respondents to initiate departmental enquiry against the respondent No.4 for violating the Conduct Rules.

3. The petitioner is not claiming any relief for herself. If the respondent No.4 has violated the Conduct Rules, it is for the employer to initiate any action. Petitioner has no locus to seek any direction in this regard as the violation of Conduct Rules does not violate any of the petitioner's constitutional and statutory rights.
