1. Petitioner is aggrieved by the order passed by the State Government imposing penalty of recovery of the financial losses suffered by the Government. The order has been passed in consultation with the Public Service Commission, under Rule 9 of the Chhattisgarh Civil Services (Pension) Rules, 1976.

2. The order under challenge is appealable under Rule 23 of the Chhattisgarh
