Learned counsel for the respondent submits that the Chief Executive Officer, Zila Panchayat, Raipur has passed an order dated 24.09.2016 stating in writing why the petitioner cannot be allowed to join. 2.

This Court had directed that either the petitioner shall be allowed to join and to do work or a speaking order shall be passed as to why the petitioner is not entitled for joining. Though I find that there has been delay in passing the order, taking into consideration that the order in the spirit of the Court's direction has been passed, I do not intend to proceed further in the matter.
