1. The limited prayer which the petitioner has sought in the present writ petition is for an appropriate direction to the respondent No.3 to consider grant of two advance increments to the petitioner on his obtaining the qualification of Ph.D.

2. According to the petitioner, there are government instructions, which holds that a person, who has obtained the qualification of Ph.D./D.Sc./D.Litt., would be entitled for two advance increments.

3. According to the petitioner, the petitioner has obtained the qualification of Ph.D. in the year 2008 and since then he has been approaching the authorities for grant of two advance increments, but till date it has not been given.

Given the nature of dispute that the petitioner has raised, let the case of the petitioner be scrutinized by the respondent No.3 in accordance with the rules and regulations governing the field and the circulars applicable and an appropriate decision be taken within a period of 90 days from the date of receipt of the certified copy of this order. After due verification, the authorities should ensure that the petitioner, if he is entitled for, is given the benefit forthwith without any further delay.
