However, on perusal of the record it reflects that there is no representation made by the petitioner and at least it is not enclosed with this petition.

At this juncture, counsel for the petitioner submits that he may be permitted to make a representation to the Authorities afresh making his grievance and apprising the fact that the circular dated 17.05.2013 is adversely affecting his service career.

Accordingly, the present writ petition is disposed with a direction to the petitioner that he may make a representation to the respondents and in the event of any such representation is made by the petitioner, the concerned authority shall take a decision on it objectively by passing a speaking order.
