The grievance of petitioner in the present writ petition is the appointment of respondent No.5 as Circle In-charge of Circle Resource Center, Middle School Jarhadih, Block Balrampur, District Balrampur-Ramanujganj.

According to petitioner, he is much senior to respondent No.5 and therefore he should have been made Circle In-charge of Circle Resource Center, Middle School Jarhadih on account of his seniority. According to petitioner, the appointment of respondent No.5, a person who is much junior to the petitioner, is contrary to the circular issued by the State Govt. on 04.08.2011 and 29.01.2020, both of which are still holding the filed.

Given the said nature of dispute, let the petitioner make an appropriate detailed representation to the respondents 2 to 4 within a period of 2 weeks from today and the respondents 2 to 4 in turn shall consider the representation of petitioner within a further period of 45 days from the date of receipt of representation of petitioner. While deciding the same, the respondents 2 to 4 are expected to firstly consider the seniority of the petitioner and also verify the two circulars dated 04.08.2011 and 29.01.2020 issued by the respondent State so far as granting of charge is concerned. 4.
