The limited grievance which the petitioner has in the present writ petition is that the petitioner along with his colleagues have participated in an AntiNaxal Operation in February, 2018 at village Lachhantola and Borla, under Police Station Gatapar, District Rajnandgaon. 2.

The contention of the petitioner is that the Department has vide order dated 04.10.2018 have published a promotion order, but the list does not include the name of the petitioner. According to the petitioner, he had also played an equally important role as has been done by the persons, who have been granted out of turn promotion vide Annexure P/2, but without any reasons assigned, the petitioner has been denied the out of turn promotion. 3.

Given the said submission made by the counsel for the petitioner, this Court is of the opinion that let the petitioner make a detailed representation/ objection to the respondent No.2 so far as his grievance is concerned within

-2a period of 15 days from the date of receipt of copy of this order. The respondent No.2 in turn shall duly consider the contentions which the petitioner shall raise in the representation and shall decide the same within a further period of 4 months from the date of receipt of the representation/ objection of the petitioner. While deciding the same, the respondent No.2 is expected to pass a reasoned and speaking order. 4.
