1. The limited grievance of the petitioner is that the petitioner is not

provided the benefit of annual increment for the period during which he has served the department as an ad hoc employee.

2. According to the petitioner, vide Annexure P-1, he was appointed on ad hoc basis with the respondents and since then he has been working with the respondents. Though initially there was some artificial break, subsequently the petitioner stood regularized in service vide order dated 08.10.2010 w.e.f. 22.09.2010 and since then the petitioner is being paid regular salary. However, the petitioner has not been granted the annual increment that he was entitled for the ad hoc service that he has rendered.

3. Given the limited grievance that the petitioner has raised, let respondents 3 & 4 process the claim of the petitioner in the light of the circulars of the State Govt. applicable at the relevant point of time particularly Annexure P-2 dated 18.08.1993 and take a decision as to whether the petitioner is entitled for annual increments or not. If the petitioner is entitled, let suitable order be passed in this regard at the earliest preferably within a period of 4 months from the date of receipt of copy of this order.
