The present appeal arises from common order dated 26.9.2014 in Writ Petition (S) No. 106 of 2014 and analogous writ petitions including Writ Petition (S) No. 4038 of 2014 preferred by the present Appellant. 2.
IA No. 1 of 2016 has been filed to condone delay of 417 days in preferring the appeal.

We have heard Learned Counsel for the parties and considered the explanation for delay. Since we have already disposed similar appeals arising from the common judgment, delay is condoned.

With the consent of the parties, the appeal is being disposed at this stage itself.

Learned Counsel for the Appellant submits that his case is covered by a common order dated 9.12.2015 in Writ Appeal No. 32 of 2015 and analogous appeals.

We dispose this appeal in terms of the order dated 9.12.2015 with liberty to the Respondents to examine the applicability of the same to the Appellant. If the Respondents opine that the case of the Appellant is distinguishable in any manner, they are required to pass a reasoned and speaking order or otherwise deal with the claims of the Appellant in accordance with the order dated 9.12.2015.
