At the very outset, learned counsel appearing for the parties would fairly and jointly submit that the issue involved in this petition has already been considered and decided by this Court in WPC No.981 of 2018 (decided on 8-10-2018) and other connected writ petitions and hence this petition may be disposed of in terms of WPC No.981 of 2018. 2.
