I find that the petitioner has filed this petition without filing any representation.

Let the petitioner submit his representation to satisfy respondent No.3 that he is not the surplus employee. The authority shall take decision on petitioner's representation within a period of three weeks. Till the representation of the

petitioner is decided, the petitioner's status as surplus employee shall not be treated as final.
