1. The grievance of the Petitioner is that he is a member of Scheduled Tribe but owns property in the urban area of Bilaspur. According to the Petitioner, since the property is in the urban area, he is not required to obtain permission from the authorities for selling the land. His grievance is that he is in need of money and when he approached the Sub-Registrar for registration of sale-deed, without passing any order, the Sub-Registrar is refusing to register the sale-deed.

Reference is also made to representation (Annexure P-2) dated 15.6.2016.

2. Therefore, the writ petition is disposed of with a direction to the District Registrar, Bilaspur to dispose of the representation (Annexure P-2) of the Petitioner, as early as possible preferably within a period of four weeks from the date of receipt of a copy this order, by a speaking order.

3. It is made clear that this Court has not expressed any opinion on the merits of the case and the authority may decide the representation on its own merits.

4. In view of the above, I.A. No. 1 of 2016 for urgent hearing also stands disposed of.
