The impugned order dated 28.11.2017 is subject matter of this appeal. This order was passed in one of the batch of writ applications which were heard together and decided by a common order.

In the present appeal, the relevant writ is WP(S) No.2530 of 2017. This issue was earlier raised in yet another appeal which was Writ appeal No.309 of 2018 whereby vide a detailed order dated 27.08.2018, the Division Bench dismissed the appeal and upheld the order of the learned Single Judge.
