Hon'ble Shri Justice Manindra Mohan Shrivastava Order On Board 02/01/2018 The petitioner's grievance is that the petitioner is not being considered for promotion to the post of Lecturer (Panchayat), though according to him, he has completed minimum eligibility of teaching of seven years. 2.

A perusal of memo dated 26/10/2017 (Annexure P/6) would show that the Chief Executive Officer, Jila Panchayat, Jashpur has sought guidance from the Directorate of Panchayat, Naya Raipur. This shows that petitioner's case is under active consideration.

Therefore, I am not inclined to keep the matter pending. This petition is disposed off with a direction to the Director, Panchayat to provide such instructions / guidance which he considers appropriate to the concerned Jila Panchayat. Let this be done within a period of four weeks from the date of receipt of copy of this order.

Within a period of four weeks from the date of receipt of receipt of instructions / guidance from the Director, Panchayat, the Chief Executive Officer, Jila Panchayat, Jashpur shall decide the case of the petitioner by speaking order either to consider him for promotion treating him eligible or in case, he is not found tenable, to pass a speaking order on the claim of the petitioner. If the petitioner has any grievance with the order, he would be at liberty to challenge the order by filing an appeal as provided under Chhattisgarh Panchayat (Appeal and Revision) Rules, 1995.
