(2) This writ petition has been filed by the petitioner on 21.07.2016 and there is delay of 10 years in filing the present writ petition, which has not been explained by the petitioner properly and as such, the instant writ petition deserves to be and is accordingly dismissed on the ground of delay and laches in filing the writ petition.
