1. The application (I.A. 1 of 2017) for urgent hearing is allowed.

2. With the consent of the parties, the petition is taken up for hearing today.

3. Learned counsel for the Petitioner submits that he shall be satisfied, if a directions is given to the Collector to decide the application dated 20.10.2015 (Annexure-P/3) filed by the Petitioner before the Collector, District Balrampur within a time bound period.

4. The request made by learned counsel for the Petitioner is absolutely reasonable. Therefore, the writ petition is disposed of with a direction that the Collector/Respondent No.2 shall pass a reasoned order on the application (Annexure-P/3) dated 20.10.2015 filed by the Petitioner praying for permission to mortgage the property. The Petitioner is directed to appear before the Collector/Respondent No.2 along with a copy of this order within a period of four weeks from today and thereafter, Respondent No. 2 shall after hearing the Petitioner, pass an order within four weeks thereafter.
