1. This contempt petition has been filed by the petitioner alleging willful disobedience of order dated 21.09.2016 passed by this Court in WPS No.1156 of 2016.

2. Learned counsel for the petitioner submits that even after lapse of six months, the respondents have not taken appropriate steps as directed by this Court.

3. The writ petition filed by the petitioner was disposed off with certain directions. This Court had noted that the Rules have not been finalized, therefore, a direction was issued for finalization of the Rules as early as possible. As the finalization of Rules would eventually lead to consideration of petitioner's cases for promotion, that direction was also issued. Taking into consideration the nature of exercise required to be undertaken, this Court did not fix any time limit in the hope that within a reasonable time, the exercise would be

completed. Now, more than seven months have elapsed since the order was passed. It is high time when the respondents should take appropriate steps in the matter as per direction issued earlier. It is expected that exercise would be completed within a period of three months from the date of receipt of copy of this order. The petitioner shall place a copy of this order before the respondent authority for due compliance.

4. The contempt petition is disposed off.
