Learned counsel for the petitioner would submit that the petitioner had sold paddy during the paddy procurement season 2013-14 to the State Government through the respondent No.4, society, however, the support price has not been paid to the petitioner.

Learned State counsel would submit that the petitioner has not moved before any of the authority including the Collector and has straightway rushed to this Court, which is not permissible when a petitioner seeks issuance of writ of mandamus.

In view of the objection raised by the learned State counsel, the writ petition is disposed of with a direction that in the event, the petitioner prefers a representation before the Collector, Raigarh, within a period of one month from today, the said officer shall consider and decide the petitioner's representation objectively, by a speaking order, at the earliest, preferably within a period of 2 months from the date of submission of representation.
