1. Learned counsel for the petitioner would submit that despite the appellate order dated 31.08.2015 passed by the Additional Commissioner, Bilaspur Division, in petitioner's favour, the Chief Executive Officer, Janpad Panchayat, Navagarh (for short 'the CEO') is not executing the lease of fishing rights in favour of the petitioner.

2. Considering the entire facts situation of the case, the writ petition is disposed of with a direction that the petitioner shall appear and submit

application before the Chief Executive Officer, Janpad Panchayat, Navagarh for execution of lease in accordance with the order passed by the Additional Commissioner, Bilaspur Division. If the order still survives and operative, the CEO shall proceed to decide petitioner's application in accordance with law.
