Learned counsel for the petitioner submits that instant petition has been filed on behalf of Chhattisgarh Angan Badi Karyakarta Sahayika Sangh. It is submitted that order has been passed by respondent No.2, Director, Women and Child Development wherein the Angan Badi workers have been directed to down load certain application by which they would be given the link and further direction. However, since all the Angan Badi workers do not possess the smart phone and their remuneration is Rs.6000/- to 7000/-, State may be directed to provide the facility so that direction are carried out. It is further submitted that Angan Badi workers therefore are not able to purchase smart phone so as to down load the applications. It is further submitted that there are certain districts namely Balrampur, Surajpur, Ambikapur, Jashpur, Dantewada, Sukma,

Kondagaon, Jagdalpur, Bijapur wherein net work is always bleak. Under these circumstances, the petitioner has made a representation to the Secretary, Women and Child Development by Annexure P-3 on 22/03/2021 and subsequent representation dated 01/04/2021 that may be directed to be decided.

After perusal of the documents and consideration of the fact that Angan Badi workers are receiving amount of Rs.6000/- to 7000/- as honorarium, if they resort to the choice centre which is available for the net work, it may result in considerable expenses. Further more, Angan Badi workers are not possessed with the smart phone, then in such case direction issued by the Director, Women and Child Development by letter dated 6/03/2021 may not be carried out in its spirit which may eventually paralyze the scheme and policy of the State and ultimate sufferer would the end user and general public at large.

Under the circumstances, taking into facts, the contents of the representation this is to be resolved at the end of the government. Therefore Secretary, Women and Child Development is directed to decide the representation of the petitioner so as to strike a balance in between Angan Badi workers and the ultimate beneficiary and bridge can be established to carry out the policy and direction of the State. The Secretary, Women and Child Development therefore is directed to decide the representation of the petitioner within a period of two months from the date of receipt of this order. Till then no coercive steps may be taken against any Angan Badi worker.
