1. The petitioner is a villager of Village Parsada (Remand). He is challenging the lease of fishing rights granted to respondent No.8. The petitioner was not a candidate when the lease was finalised, therefore, he has neither personal interest in the matter nor he is claiming any relief for himself.

2. The writ petition is in the nature of PIL and is not maintainable in its present form.
