The limited grievance that Petitioner has, is the non-granting of the benefits of Time Bound Pay Scale/Kramonnati on completion of 10 years of service in terms of the Circular dated 10.3.2017.

Learned Counsel for Petitioner submits that the Petitioner was appointed as Shiksha Karmi Grade-I on 2.8.2008 and as such he has completed 10 years of service in August, 2018. That, the Petitioner meanwhile also has been confirmed vide Order dated 26.9.2011. According to learned Counsel for Petitioner, there is no reason why the Petitioner should not be granted the benefits of Time Bound Pay Scale/Kramonnati on completion of 10 years in terms of the aforementioned Circular dated 10.3.2017.

Given the said facts, the present Writ Petition at this juncture is disposed of directing Respondents No.2 to 5 to immediately process the claim of Petitioner and consider his entitlement and take a decision so far as grant of Time Bound Pay Scale/Kramonnati is concerned, at the earliest, preferably within a period of 90 days from the date of receipt of copy of this Order. 4.
