This so called 'Public Interest Litigation' clearly is not a 'Public Interest Litigation'. Allegations have been made against a specific officer and though the relief is claimed in general terms, it is more than obvious that the Petitioner wants

action to be taken against one Shri S.K. Chandra. This officer has not been made as party Respondent. We may make it clear that we are not at all making any observations to the allegations made. The only issue is whether such a petition can be treated as 'Public Interest Litigation' in which all the allegations are against Shri S.K. Chandra and his wife Smt. Rajkumari Chandra. We are clearly of the view that it cannot be treated as a 'Public Interest Litigation'. 2.

Therefore, the writ petition is dismissed.
