Learned counsel for the petitioner submits that intention to file this petition is to stop the construction of canal inasmuch as by the construction of proposed canal by the State, the water from the stop dam will not be available to the farmers, therefore the canal should be made in such a way that all the farmers should get the water.

The submission of the petitioner appears to be made on behalf of the public at large, there is no material on record to substantiate those fact and if the State is constructing certain stop dam or canal, it is the policy of the State, it cannot be interfered by a judicial order so as to over reach the administrative decision without any sufficient material before the Court. The petition is devoid of all merit and force. 3.
