Considering the same, this writ petition is dismissed as withdrawn.
The petitioner shall be at liberty to challenge the appellate order of the Collector dated 14.02.2019 passed by Collector/Respondent No.2 before the Commissioner. If the application for condonation of delay along-with revision is filed under Rule 6 of the CG Panchayat (Appeal and Revision) Rules, 1995 the Commissioner may consider and decide the same objectively taking into consideration the fact of entire filing of the second appeal which was dismissed on 18.03.2019 as not tenable as wrong caption was quoted.
