Learned counsel appearing for the petitioner would submit that the order impugned is appealable before respondent No.2/Collector, Raigarh and therefore, he may be permitted to file an appeal.

The prayer appears to be fair and reasonable. 3.
The petitioner is permitted to file an appeal before respondent No.2 within 15 days from today and in turn, respondent No.2 would do well and consider the same within three months from the date of receipt of representation of the petitioner in accordance with law on its own merit.
