Learned counsel for the petitioner that till date the petitioner has not been granted proforma seniority and promotion.

It is found that the Public Service Commission has taken a view that in respect of the period prior to date 01.11.2000 the proforma of seniority and promotion can be considered by the State of Madhya Pradesh Government and Madhya Pradesh Public Service Commission. 3.

A letter dated 29.04.2015 of internal correspondence does not show that it is an act

of willful disobedience. The matter is required to be decided in appropriately constituted petition, in the event, challenge is made by the petitioner.
