1. The challenge in the present writ petition is for a direction to the District Collector, District Bilaspur on the application Annexure P-1 and application pending before the Collector for allotment of small portion of land over which he can start his business enabling him to make his livelihood.

2. Petitioner wants his claim to be decided in accordance with the circular issued by the State Government dated 20.05.2020.

3. Contention of the State counsel is that the application moved by the petitioner is earlier to the circular issued by the State Government therefore, the application cannot be decided.

4. At this juncture, counsel for the petitioner prays that he may be permitted to make a fresh application in addition to the application that he has made.

5. Accordingly, writ petition stands disposed of granting liberty to the petitioner to file an additional fresh representation if he so wants supported with all relevant documents that he has in his favour and District Collector in turn may in accordance with any of the schemes in this regard consider the application of the petitioner on its own merits.
