1. Heard.

2. Learned counsel for the petitioner would submit that the petitioner is fully qualified and eligible for consideration of his name for promotion to the post of Principal, Higher Secondary

School, however, the respondents have not considered his case though persons juniors to him have been promoted in the month of August 2013. He would submit that despite several representations, the petitioner has not been made aware of the reasons as to his non-promotion or supercession. Therefore, for the present, the petitioner may be permitted to make a fresh representation with direction to the respondents to consider the same objectively.

3. Learned counsel for the State has no objection to the prayer.

4. Considering the entire facts situation of the case, the writ petition is disposed of with direction that in the event, the petitioner prefers a fresh representation before the respondent authorities within a period of 04 weeks from today, the concerned respondents shall consider and decide the representation objectively by a reasoned order, at the earliest, preferably within a period of 03 months from the date of its submission.

5. It is made clear that this Court has not expressed any opinion on the merits of the case and the respondent authorities shall decide the matter, on its own merits, strictly in accordance with law, without treating any observation made in this order as opinion on the merits of the case.
