Learned counsel for the petitioner would submit that the Jila Panchayat, Mahasamund is considering the issue regarding promotion of Teachers (Panchayat) to the post of Lecturer (Panchayat), however, the petitioner apprehends that her name may not be considered by the Jila Panchayat, despite the fact that she has already completed 7 years service on the feeder post.

Considering the fact that the Jila Panchayat is yet to consider the issue of promotion, the writ petition is disposed of with direction that if the petitioner submits representation before the Jila Panchayat raising the issue agitated in this petition within a period of 2 weeks from today, the Jila Panchayat shall consider and decide the same in accordance with law within a reasonable period.

It is made clear that this Court has not expressed any opinion on the merits of the case and the respondent authorities shall decide the matter, on its own merits, strictly in accordance with law, without treating any observation made in this order as opinion on the merits of the case.
