Since the matter is pending before the Collector, Baloda BazarBhatapara, the petitioner is at liberty to make a representation before the Collector, Baloda Bazar-Bhatapara and the Collector, Baloda Bazar-Bhatapara will decide the same after hearing the petitioner and without being influenced by the earlier order.
