The only issue arising for consideration is that while giving posting to the petitioner upon promotion, the petitioner was not allowed to give his option by way of counseling.

The direction for counseling is only intended to provide a place of posting. It neither affects the promotion nor seniority. 3.

Therefore, there is only administrative matter relating to posting based on certain guidelines. In that view of the matter, this Court is not inclined to keep this matter pending and the petition is disposed off with liberty to the petitioner to prefer representation before the competent authority, who shall consider and take decision on petitioner's representation.
