1. The grievance of the petitioner in the present writ petition seems to be a proceedings initiated in favour of the respondent No.11 & 12, Engineering College for starting of an ITI under them.

2. The relief sought for by the petitioner is that appropriate direction be issued to consider the grievance of the petitioner in terms of affiliation norms 2018 dealing with the establishment of new ITI by the Government of India.

3. Learned Additional AG appearing for the State submits that an advertisement referred to by the petitioner is one which was issued for the academic session 2019-20. However, in the academic session 2020-21 the State Government is not permitted to entertain any application. All applications for establishment of new ITI's has to be directly made to the respondent No.5 who would be processing the application.

4. Given the said submissions made by Learned Addl. AG, this Court is of the opinion that as of now the writ petition can be disposed of directing the petitioner to approach respondent No.5 in respect of his grievance. The respondent No.5 in turn shall consider and decide the

representation of the petitioner in accordance with the norms and guidelines governing the field at the earliest.
