Hon'ble Shri Justice P. Sam Koshy Order On Board 30/06/2017 The limited grievance of the petitioner is that he is a document writer (Arji Lekhak), the license of which he had obtained from the respondent no.1 on 01.04.2013 and he wanted to start his practice before the Revenue Authority at Tahsil office Bilaspur. However, he is not got sufficient space in the campus of the Tahsil office where he wants to practice his profession. 2.

Counsel for the petitioner submits that on 17.04.2017, the Deputy Collector, Bilaspur vide Annexure P-4 had issued necessary instruction to the Revenue Officer for ensuring that the petitioner would also get reasonable space for practicing his profession but till date the said order of the Deputy Collector has not been complied with. In this regard, the petitioner has

already made a representation to the Collector on 21.04.2017 which till date has not been acted upon nor has he been allotted any specific space. 3.

Though the peculiar relief which has been sought by the petitioner is beyond the scope of the judicial review in exercise of the writ jurisdiction under Article 226 of the Constitution of India, however, since there is already an order of the Deputy Collector, Bilaspur as Annexure P-4, this Court is of the opinion that let the representation which has been made by the petitioner to the Competent Authority be considered and decided at the earliest. 4.
