Hon'ble Shri Justice P. Sam Koshy Order On Board 30/06/2017 Heard.

1. Learned counsel for the petitioners submits that the matter is similarly placed as an order passed by the Court in WP(S) No.2477 of 2017 on 19.06.2017 and prays for a similar order.

2. It appears that the petitioners, having demonstrated their courage and bravery during anti-naxal operations, their case for 'out of turn promotion'

is under considered. What has brought the petitioners before the Court is that till date, the benefit of 'out of turn promotion' has not been given to the petitioners.

3. As the matter is still pending consideration before the respondent authority, at this stage, I do not consider it necessary to keep the matter pending. The State should decide the matter of 'out of turn promotion' as early as possible, keeping in view the fact that policy of 'out of turn promotion' has been extended to the class of employee like the petitioners who have played the vital role in anti-naxal operations, as a measure of incentive for extraordinary performance in service, which requires that the decision should be taken as early as possible. Let it now be done within a period of 45 days from the date of receipt of copy of this order and appropriate decision be taken, order be passed.

4. The petition is accordingly finally disposed off with the observations as above.
