1. Learned counsel for respondents 1 & 2 on instructions would submit that two posts of Registrar (Ministerial) are vacant, therefore, the petitioner may make a detailed representation raising his grievance that he is entitled for the said post over respondent no.3 and on such a representation being filed, the same would be decided after hearing the petitioner and respondent no.3.

2. Since it has been stated that presently two posts of Registrar (Ministerial) are vacant, both the petitioner and respondent no.3 are entitled to be considered. The petitioner may file a detailed representation to Respondent no. 1 & 2 within a period of four weeks from today raising his grievances including the inter-se seniority between the petitioner and respondent no.3

and if such representation is filed, respondents 1 & 2 may decide the said representation as early as possible after hearing both the petitioner and respondent no.3 with respect to their entitlement and inter-se seniority. Respondent no.3, if so advised, may also file representation within a period of four weeks from today. This Court has not expressed any opinion on merits of the claim of the petitioner and has not given any verdict on the claim of entitlement of the petitioner. It would be within the domain of respondents 1 & 2 to decide the claim of petitioner and respondent No.3 taking into consideration the merit as also the conduct and past records of the petitioner and respondent no.3.

3. With the above observation/direction, this writ petition stands finally disposed off.
