The present writ petition has been filed assailing the order dated 17.08.2011 whereby the representation filed by the petitioner seeking reinstatement with consequential benefits stands rejected. 2.

At the outset, this court is of the firm view that the present writ petition suffers from inordinate delay and laches.

Perusal of record would show that the petitioner on an earlier occasion had filed a writ petition for the same relief vide WPS No.2063 of 2009. The said writ petition stood dismissed as withdrawn on 20.04.2009 with liberty to the petitioner to approach the authorities by making a suitable representation. The petitioner thereafter had made a representation which stood decided vide impugned order dated 17.08.2011.

No plausible explanation has been provided by the petitioner justifying the delay that has caused in filing the present writ petition. Since no plausible explanation has been provided for the delay caused in filing

the writ petition, this writ petition itself deserves to be rejected on the ground of delay itself.

5. The view of this court stands fortified from the decision of Supreme Court in cases of State of Uttaranchal and Another v. Shiv Charan Singh Bhandari and Others1, Uttaranchal Forest Development Corpn. And another vs. Jabar Singh and others2, The New Delhi Municipal Council v. Pan Singh and others3 and Cennai Metropolitan Water Supply and Sewarage Board and Others v. T.T. Murali Babu4.

6. The writ petition accordingly stands dismissed on the ground of delay itself.
