The challenge in the present Writ Petition is to the Annexure-P/1 dated 16/02/2017 whereby the petitioner has been inflicted with punishment of stoppage of two increments without cumulative effect. 2.
The present Writ Petition has been filed after more than 14 months. 3.
The documents and the averments enclosed with the petition does not reflect of the petitioner availing any departmental appeal against the impugned order.

This Court is therefore of the opinion that since the petition itself has been filed after a considerable period of time i.e. after more than 14 months, the petition suffers from delay and latches, reserving the right of the
petitioner to prefer a departmental appeal since the impugned order was an appealable order, the petition deserve to be and is accordingly dismissed. Sd/- (P. Sam Koshy) Sumit JUDGE
