1. This PIL seeks to challenge appointment of respondents No. 4 to 14 as Psychiatric Social Workers in the Mental Hospital, Bilaspur.

2. After perusing the grounds urged in the petition, we find that the petition is sans substratum. No details have been given by the petitioner with regard to qualification of respondents No. 4 to 14. There is absolutely nothing in the petition as what is the source of information of the petitioner to show that respondents No. 4 to 14 are not qualified.

The petitioner seeks a roving inquiry. All the allegations in the petition, if we may say so, are cryptic, vague, not specific and lacking in material details.

3. The petition appears to be abuse of the process of law as the forum of PIL is being used. We were inclined to dismiss the petition with cost. At this stage, learned counsel for the petitioner seeks to withdraw the petition.

4. Considering the same and granting indulgence as a last resort, this petition is dismissed as withdrawn.
