(2) In view of above, counsel for the petitioner would submit that the petitioner may be permitted to file appeal before the Collector, Kawardha and the same may be directed to be decided expeditiously.

(3) Be that as it may, the petitioner is at liberty to file appeal before the Collector, Kawardha, and in turn, the Collector, Kawardha shall consider and decide the same expeditiously.
