Learned counsel for the petitioner submits that the petitioner is a homeless person and according to the policy of the State, right from the year 1984, the petitioner was entitled to be settled and get a house in the urban area. He submits that recently the State Government has notified the policy on 18.05.2020 (Annexure P/2) wherein the petitioner would be covered to get the benefit to get a house. He further submits that in accordance with such policy, the petitioner has already filed an application to the Collector Bilaspur & Commissioner Nagar Nigam Bilaspur vide Annexure P/7 in the month of March 2021, the same may be considered and directed to be decided in accordance with such policy. 3.
Learned State counsel submits that the entitlement of the petitioner in respect of the house shall be considered in terms of the policy and the guidelines of the State which are issued from time to time.

Considering the submission made, since the application has already been filed to
the Collector & the Commissioner, the petitioner shall be at liberty to file a fresh application before the Collector & the Commissioner to allot the property to the petitioner which would be decided within a reasonable time, in accordance with the policy of the State notified on 18.05.2020.
