1. The petitioner had to file this petition in respect of the same relief for which earlier a petition was filed which was disposed off vide order dated 18.11.2015 with liberty to make representation, without expressing any opinion. It is submitted that thereafter though the petitioner has been

-2making repeated representations, decision has not been taken on her application.

2. This Court had disposed off earlier petition with liberty to make representation and the petitioner did make representation but the same has remained pending without any decision. At this stage, I am inclined to dispose off the petition with a direction to respondent No.4 to decide petitioner's representation within a period of 45 days without waiting for any instructions / guidelines from any authority. A speaking order shall be passed either granting promotion to the petitioner or stating the reason why the petitioner cannot be granted relief.
